Gradual Population Growth

As South Bend's Black population slowly grew in the late nineteenth century, the legal and social architecture of racial exclusion was being constructed around them — from the Supreme Court's blessing of "separate but equal" to the quiet but pervasive barriers that limited where Black residents could work, live, and be served.
