Consent Decree and Ongoing Inequality

In 1980, a federal Consent Decree required South Bend schools to work toward racial balance. Over the next decades, the district made changes, but deeper issues like housing discrimination, disinvestment, and displacement continued to shape who lived where and which schools students attended.
