Early Legal Foundations & Exclusion

Long before South Bend had a school system or a city government, the legal architecture of racial exclusion was already being built. From the Northwest Ordinance to Indiana's notorious 1851 Constitution, the earliest decades of the region's history established patterns of exclusion, resistance, and survival that would define Black life in South Bend for generations.
